What is the next step to taming my parakeets?

i have 2 parakeets. i have trying to tame them for a year! everytime i get so close then i screw it up. so far, when i give them the millet, i hold open the cage door with a twisty tie and i allow them to sit on the bottom of the door. i just let them eat and when they finish the spray ill will get a new one out.i talk to them but when i slowly put out my finger (so they could get on) they flew back in the cage. im nervous that if i do that to my other bird he will hate me. what is the next step to taming?
