How did we reinvent the government during the 1930s?

Ugh...my hard-*** history teacher igned this question as an essay for our upcoming test. I've went through the specified pages (he gave to us) in my history book BUT... I cannot seem to find the correct answer anywhere! Can someone lend me a hand? I want to p this history test :3
