How serious is an ejection fraction at 15%?

My dad has already had open heart surgery and he has been shocked three times within the last two days to get his rhythm back and the echo showed that his heart was not squeezing enough, his EF was at 15% and it also showed several murmurs. Is this life threatening serious or can this be fixed?
